CONSTITUTION  (Amended February 2023)

Name:     The League shall be called “Bolton Sports Federation Ladies' Rounders League”.

Government:  The League shall be governed by a Voluntary Committee elected at the Annual General Meeting (AGM).

Policy:  The policy of the League shall be that agreed upon by representatives at the AGM, and established at committee meetings.

Objective:  To promote the game of Rounders.

Committee:  The Voluntary Committee shall consist of Chairman, Vice-Chairman, Treasurer, Secretary, Match Secretary, Referees' Secretary, Social Secretary, Registration Secretary, Results Secretary, Minutes Secretary, ex-officio members of the Executive committee, one representative from referees. and one Club representative per Section. No club shall have more than one of these seats. The Committee have the authority to co-opt.

Election of Committee: With the exception of Executive members, the committee shall be elected at the AGM. All elected members shall serve for a period of three years. In the event of an elected member leaving the committee, the replacement shall serve for the balance of the original period.

Quorum: A committee meeting shall be quorate when a majority of the members (excluding life members) are present.

Duties of the Committee:

(a) Consider all matters referred to it and take proper and expedient action.

(b) Be responsible for the administration of the League, for conforming to BSF Fundamental Rules and League Rules and for submitting an annual report and League account to the AGM together with further information that may be required.
Should the BSF cease to exist for any reason, the Committee can make such changes as deemed necessary, to be ratified at the next AGM.

Duties of the Chairman: The Chairman shall preside at all AGMs of the League and all meetings of the committee, with powers to summon special meetings of the committee, through the Secretary. In the event of an equality of votes for or against any matter, the Chairman shall have the casting vote.

Duties of the Vice-Chairman:

The Vice-Chairman shall:

(a) deputise in the absence of the Chairman. In the absence of both, a chairman shall be elected from those members present.

(b) be responsible for all aspects regarding trophies.

Duties of the League Secretary:

The League Secretary shall:

(a) with the Chairman, be responsible for calling all AGMs for the League and meetings of the committee, preparing minutes of all such meetings and for maintaining the records of the League. The Secretary shall also submit to the committee, all matters of League business.

(b) be responsible for all correspondence received and sent.

(c) be provided with a deputy on request.

Duties of the Match Secretary:

The Match Secretary shall:

(a) Arrange all venues, dates and fixtures for the season.

(b) Rearrange abandoned matches when necessary, throughout the season.

(c) Arrange and officiate all cup draws.

(d) Calculate handicaps for the Sunday Cup Competition.

Duties of the Referee Secretary:

The Referee Secretary shall:

a) Allocate referees for all fixtures.

(b) Issue fines to teams whose referees fail to fulfil allocated fixtures.

(c) Investigate complaints from teams regarding referees, and from referees regarding teams.

Duties of the Treasurer:

The Treasurer shall:

(a) collect all members' subscriptions, fees, fines etc and be responsible for all League monies.

(b) pay all reasonable expenses incurred by the League.

(c) prepare annually, an income and expenditure account made up to 31st October.

(d) submit to the committee meetings, statements of League funds.

Duties of the Minutes Secretary: The Minutes Secretary shall be responsible for the recording of all meetings convened and the preparation of the associated minutes of these meetings.

Duties of the Registration Secretary: The Registration Secretary shall be responsible for maintaining the registration details of all players.

Duties of the Results Secretary: The Results Secretary shall be responsible for maintaining the record of all match results and associated League Tables and Cup Competitions. Additionally, the Results Secretary will report to The Committee any discrepancies and anomalies along with any other committee requested information detailed on the Match Cards.

Duties of the Referees Representative: The Referees Representative should advise and help all referees with any concerns, interpretation of rules or queries and support all inexperienced referees.

Subscriptions and finance: The funds of the League shall be controlled by the Committee and shall be deposited in a bank/building society, approved by the Committee, in the name of the League. All cheques and drafts on the bankers shall be signed by the Treasurer and countersigned by the Chairman or Vice-Chairman.

Standing orders for meetings:

   (a) No discussion shall be allowed on the minutes except as to accuracy. No resolutions of the Committee shall be rescinded except by a proposal at a subsequent meeting with a two-thirds majority, except for appeals.

   (b) All proposals shall be moved and seconded before being debated.

   (c) The following proposals may be moved and seconded without notice and the question put:-

        1. To suspend the meeting.

        2. To adjourn the meeting.

        3. To proceed to next business.

        4. That the vote be taken.

        Such motions require a two thirds majority in favour.

   (d) Items for inclusion on the agenda for committee meetings shall be notified to the Secretary 48 hours prior to the meeting.

(e) Only urgent items shall be taken at Any Other Business at committee meetings.

Voting:

(a) Each committee member present shall have one vote, with the exception of the Chairman who shall only have a casting vote.

(b) Voting shall be on a show of hands.

(c) At the Annual General Meeting which will be held in November, each member team and a referees' representative shall have one vote.

Membership:

(a) All applications for League membership shall be subject to acceptance by the committee.

(b) A team shall be deemed to be a member of the League upon receipt of all required subscriptions, fees etc by the League Treasurer.

(c) Any member club not represented at the AGM, will be subjected to disciplinary action at the discretion of the Committee.

Disciplinary Procedure: The two people listed on the registration form as team contacts will be the ones required to attend any disciplinary hearings with the exception of a named team player/s being the offender/s who will then attend with the team Secretary or Deputy.

Leaving the Committee: If any officer leaves or brings the League into disrepute, they will be removed from office. Their post honoraria will be paid pro rata to time served.

Appeals: Members have a right of appeal against committee decisions.  Appeals must reach the League Secretary within 28 days of notification of a decision.  In the event of the decision being upheld after a personal hearing, members have a further right of appeal to the BSF Executive committee if there is evidence that the rules of the Rounders League have been breached.
